Cara Wilkins

Cara Wilkins is a former Assistant Chief Counsel & Legal Advisor for U.S. Department of Homeland Security Immigration & Customs Enforcement (DHS ICE).  She represented the U.S. government in employment law and immigration law matters for 10 years before opening her private law office. While at DHS ICE, Attorney Wilkins  developed an expertise with federal government employment law issues.  She was the agency attorney who counseled, advised, and represented DHS ICE management officials and department chiefs in employment law issues and personnel actions involving suspensions, terminations, discrimination complaints and lawsuits,  and investigations.  She represented the agency before the U.S Equal Employment Opportunity Commission (EEOC), U.S. Merit Systems Protection Board (MSPB), and Federal Courts. 

During her tenure at DHS ICE, Attorney Cara Wilkins provided legal advice and counsel to all DHS ICE departments including deportation, naturalization and citizenship, investigations, asylum, and adjustment of status.  She represented the U.S. before immigration courts for deportation and removal hearings, bond hearings, and before the Board of Immigration Appeals. She also served as agency counsel on numerous worksite enforcement I-9 cases enforcing employer compliance. Attorney Wilkins served as an instructor at the Federal Law Enforcement Training Center (FLETC) training immigration agents and officers and DHS ICE management officials.

Attorney Cara Wilkins brings her vast knowledge of employment law and immigration law to her private practice representing individuals and businesses. She has successfully represented federal employees from numerous federal agencies such as:

U.S. Department of Homeland Security Immigration and Customs Enforcement (DHS ICE), U.S. Citizenship and Immigration Services (USCIS), U.S. Customs and Border Protection (CBP), U.S. Department of Justice (DOJ), Executive Office for Immigration Review ( EOIR), U.S. Department of Veteran Affairs (VA), Transportation Security Administration (TSA),  and  NASA, as well as several other agencies. 

Attorney Wilkins has also zealously and successfully represented individuals in the private sector in various industries including healthcare, oil and gas, manufacturing, food and beverage, and education.  She has also assisted small businesses with employment law consulting. Passionate about her work, she has served as an adjunct Employment Law professor at Texas Southern University Thurgood Marshall School of Law sharing her expertise and experiences with law students.

Attorney Cara Wilkins received her law degree from Tulane University Law School in New Orleans, Louisiana.  She received her B.A. from the University of Notre Dame in South Bend, Indiana.

From her office in Houston, Texas,  Attorney Wilkins represents clients throughout Harris County and surrounding areas. She also represents clients nationwide in federal employee employment law matters and immigration matters.
